From what I'm finding with a google search, that domain is owned by Google / YouTube, so it is probably happening when you watch a YouTube video - I imagine they are using it to track where people are going, what they are watching, etc. Do you know if any Flash on NG ever actually called that URL?

I don't THINK they would be able to film you without you first getting a prompt to allow webcam access from the Flash - also the light on your cam would light up if it was active. I also doubt YouTube would secretly film people, but I'm sure they collect as much data as they can because they love them some data.

Now that I think about it....if one was to 'accurately' read the 'terms of use' of those ridiculous updates they do. Maybe legally they can spy!

Technically any sorta of malware could affect the performance of devices.

So if someone could hack your camera, there are settings that can be accessed on computers to turn off lights.
